Policy shift from retributive sentencing to educational sentencing.

On 13 June, the House of Councilors passed a bill abolishing imprisonment and imprisonment sentences and consolidating them into a single custodial sentence. The ratio of imprisonment to imprisonment is overwhelmingly higher in the case of jail sentences. Imprisonment sentences oblige labor and provide few opportunities for education to prevent recidivism. The high rate of recidivism was also a problem. Imprisonment sentences do not require prisoners to work and spend more time on education for rehabilitation. Support for reintegration into society is facilitated according to the prisoner, such as schooling support for younger prisoners and employment support for older prisoners. Japan's judiciary and penal system have sometimes been criticized both at home and abroad in terms of human rights, but the government has now decided on an education-based policy, which is a step forward. The next step will be to create a system to reflect this policy in the field.
